Mince the garlic and set aside. Clean the shrimp, remove the shrimp whiskers, open the back, and remove the shrimp line. Marinate with cooking wine for 15 minutes. Soak the rice noodles in hot water until soft, then lay them at the bottom of the plate. Sprinkle a portion of minced garlic on top.

Place the marinated shrimp on top of the noodles, add sliced red pepper, and steam in a steamer for 5 minutes. Heat the remaining garlic in oil, then pour the oil and garlic over the steamed shrimp. Sprinkle with chopped scallions and pour steamed fish soy sauce over the top.
