Instructions

1. Step 1

Rinse the fish head and split it in half. Mix with pepper powder, salt, and cooking wine, and marinate for 10 minutes. Cut the scallions and ginger into strips, and slice the garlic.

2. Step 2

Place the scallion strips, ginger strips, and garlic slices at the bottom, put the fish head on top, and cover with chopped peppers. Steam for 20 minutes (depending on the size of the fish head).

3. Step 3

While steaming, chop the garlic into minced garlic and cut the scallions into flower-shaped pieces for later use.

4. Step 4

After the fish head is steamed, sprinkle with minced garlic and scallion flowers. Heat oil in a wok, and when the oil is hot and smoking, remove from heat and pour over the fish head.
