Cut the beef into strips and soak them in clean water for 10 minutes to remove blood.

Put star anise, dried chili peppers, ginger slices, cooking wine, and scallions into the water, and after the water boils, add the beef and cook for 10 minutes.

After 20 minutes, remove the beef and drain the water, then add a small amount of cooking wine, pepper powder, and a small amount of salt, and marinate with starch.

After marinating the beef for 20 minutes, put the beef strips into the oil pan and fry until golden yellow.
