Clean the fish by removing the scales, gills, and intestines, then rinse under running water. Make a few cuts on the thicker parts of the fish and marinate with a small amount of salt and cooking wine for half an hour.

Place half of the ginger and scallion slices at the bottom of a steamer basket, then add the fish on top. Add the remaining ginger and scallion slices, half of the green pepper slices, and a spoonful of chopped chili peppers on top of the fish. Steam the fish over boiling water for 8 minutes, then remove the lid and drizzle with steamed fish oil. Cover and simmer for 3-5 minutes before serving.

Heat a wok over high heat, add oil, and then add Sichuan peppercorns and flat peppers. Add the remaining scallion flowers on top of the fish, then drizzle the Sichuan peppercorn oil over the scallions.
