Wash and dry the scallions and cilantro, cut the scallions into small pieces the size of a fingernail, chop the cilantro, and mix them in a bowl. You can add a little five-spice powder if you like, then set aside.

Pour flour into a flour bowl, the amount depends on the number of people, boil water, slowly pour it into the flour bowl with a spoon, and stir with chopsticks while pouring, be careful not to scald your hands. Stir until the mixture reaches the desired consistency, cover with plastic wrap and let it rest for 10 minutes.

Since I have a lot of dough, I will divide it into two portions to process. Sprinkle flour on the operating table, take half of the dough, and roll it into a large sheet using a rolling pin. Brush a thin layer of oil on the dough, then sprinkle salt, and spread it evenly with your hands. Finally, sprinkle the scallion and cilantro mixture from step 1 on top.

Then roll it up from one side, rolling it tightly. Cut it into small segments, brush a thin layer of oil on the steamer rack to prevent sticking, and place the rolled dough on the rack.

Add water to the steamer, put in the rolled dough, cover the lid, and steam over high heat. After the water boils, reduce the heat to medium and steam for 20 minutes.

For the dipping sauce, also known as spicy water, start by flattening the garlic with a knife, put it in a container, sprinkle salt, and crush it into a paste using a garlic press. Add a small amount of cold water, add 2 tablespoons of chili powder on top, do not stir, and let the chili powder float on the surface. Then heat a pot with cold oil, pour it over the chili powder after boiling, and add vinegar, soy sauce, and monosodium glutamate. Stir well, and add more salt if the flavor is not salty enough.
